29 April 2009 Top judicial figures in Kosovo debated the shortcomings of Kosovo’s courts in a roundtable discussion organized by BIRN Kosovo on April 24.

The discussion focused on findings of the court monitoring process that BIRN has been conducting for one year with monitors working in the main municipal and district courts of Kosovo.
The roundtable discussion was moderated by Fatmire Terdevci, the court monitoring project manager. The participants in the discussion were:
Rexhep Haxhimusa, head of Supreme Court in Kosovo
Ismet Kabashi, head of Kosovo’s Prosecutors Association
Hamdi Ibrahimi, judge at Pristina District Court and member of the Kosovo’s Judges Association
Musa Dragusha, head of Lawyer’s Chamber
Veton Vula, head of the Investigation Unit at Ombudsperson Institution
Fatos Haziri, head of Anti-Organized Crime Unit in the Kosovo Police
Kujtim Kerveshi, head of the Kosovo Law Institute
Ismet Salihu, professor in the Faculty of Law in University of Pristina
Florin Vertopi, lawyer
Terdevci presented the findings of the report which include problems with bad management of court cases, trials held without the presence of prosecutors and lawyers, as well as the list of corruption cases in courts identified by the project.
The participants stressed other shortcomings such as the limited number of judges and prosecutors to deal with the backlog of cases in courts and the lack oflegal framework such as a missing Law on Courts, which has been at the draft stage for the last five years.
The participants also stressed that there should be an improvement in working conditions for judges, as well as the development of mechanisms to supervise them.
The police and prosecutors talked about the hardship of every-day work in investigating cases in Kosovo, such as the lack of storage space for evidence, the lack of vehicles to go to the crime scene and communication problems due to the lack of mobile telephone funds to even make basic calls regarding investigations.
To conclude the discussion, the participants gave comments on the recommendations provided by the BIRN draft report that is due to be published in May.

Situation and the Problems at the University of Prishtina
Analytical report of research into the standards and problems at the University of Prishtina. Ten years since the end of the war in Kosovo, the University of Prishtina (UP) continues to suffer from a variety of problems, resulting in persistently low quality courses being offered. For this reason, BIRN conducted research into the problems faced by UP students. The data gathered suggests that, out of the many issues reported, the most significant are: the non-implementation of contemporary teaching and assessment methods, the lack of practical work for students, the lack of appropriate academic literature, arbitrary assessments by
professors and generally poor relationships between students and their professors.
