SHENGJYL OSMANI

Shengjyl Osmani has graduated from the American University in Kosovo. Having studied management, public policy and legal studies, Osmani is putting his academic knowledge into practice by participating in youth groups and other initiatives.

Being a very active member in an NGO focusing on human rights in her hometown, Manastir in Macedonia, Osmani has been applying the knowledge and skills she gained there in Kosovo’s society.

Since beginning her studies in Kosovo in 2007, she worked for a year in the university library of the university.

Following this, she continued to work for an organisation related to the US embassy, Kosovo United States Alumni (KUSA), for whom she worked as an office coordinator.

Due to her hard work with KUSA, Osmani was selected in the summer of 2009 for an internship with the World Bank in Prishtina. In November 2009, she joined BIRN, where she works as a journalist for the Prishtina Insight newspaper. Osmani writes articles about events, important cultural sites and significant individuals.

DIRECTLY ELECTED MAYOR SYSTEM IN LOCAL GOVERNANCE

The report on Directly Elected mayor System in Local Governance aims to provide a critical overview of the rationale and feasibility of the implementation of a municipal governance system that places the mayor as the central executive figure, during the third year of its application. The efficiency of this system was assessed based on the following pillars: the relationship between local government bodies, accountability of the municipal executive, respect for the law, the link between the mayor and the citizens, provision of public services (water supply and waste management, capital investments (in school and road projects)), level of transparency, public consultation and citizen participation in decision-making.

‘I could not imagine that RTK was ever going to allow a show like this to go on air – I thought RTK was a conservative and uncreative organization before this – we have never had a more lively discussion on TV than this – in ‘Life in Kosovo’ people are pushed to speak in simple and direct manner, same as what would people say off camera – this is breaking many cultural taboos of how Kosovars communicate in private and the public’- Agron Shala, Pristina.
