09 April 2009 This Life in Kosovo show debated the
hot topic of stray dogs.
Jeta Xharra went to Karaqeva village
to investigate the failure of the police and municipal institutions
to protect citizens from stray dogs, despite repeated warnings about
the potential danger. Erion Foniqi, 8, was killed by stray dogs next
to his home in the village.
In her report, each institution blamed each other and no one claimed
responsibility for the failure to eliminate stray dogs. The guests,
who challenged each other with these arguments in studio, were:
Begzat Sinani, Mayor of the Kamenica Municipality ;
Blerta Kallaba, head of the public services in the municipality ;
Lulzim Canaj, ex-head of the public services ;
Agim Lipovica, vice-commander of the police station in Kamenica ;
Albulena Sadiku, from INPO, Progress Initiative ;
Rexhep Bugaçku, head of the hunters association of Kosova ;
Selver Lenjani, head of the community centre of the region.
Asked whether he feels responsible
for the case, Begzat Sinani said that there was no reason why citizens
complained that nothing was being done in Karaqeva, because, according
to him, there were some important plans that were implemented in the
region.
“Citizens can lie sometimes,” added Sinani.
“Although you have sent a letter
to the police, your responsibility as the Mayor, did not stop,” responded
Albulena Sadiku from INPO.
As the head of the community centre
in Karaqeva, Selver Lenjani told Xharra that he sent a letter that called
for an immediate action to eliminate stray dogs that risked citizens’
lives in Karaqeva.
Lenjani’s letter reached Lulzim Canaj, the head of public services
of Kamenica municipality at the time. Accroding to him, at the time
the public services were already dealing with this problem.
“This is why we processed the letter
as soon as we could, so soon it would be transferred to police so they
could act immediately,” said Canaj.
After Canaj was dismissed, Blerta Kallaba
was appointed to the position of the head of the public services.
“As soon as I took up the position,
I sent off requests to the police, to the association of hunters, held
meetings with Mayor’s office, and in the end, when the Mayor came
back from his visit in Estonia, we continued with concrete steps,”
said Kallaba.
Asked why it took so long for the action to take place, Kallaba argued
letters to police and to the association of hunters were slow to be
progressed and there was nothing she could do to speed them up.
The vice-commander of the police station
in Kamenica, Agim Lipovcia, explained that he first spoke to Kallaba
by telephone on March 6. He added that it was difficult to get hold
of the list of the hunters who would be taking part in the elimination
process.
Another institution involved in this
case was the association of hunters, which had to provide a list of
participating hunters.
Rexhep Bugaçku, from the association, said they
had first to receive permission to carry out the elimination process.
According to him, the permission and the money received would allow
them to carry out the elimination of stray dogs. Albulena Sadiku said
that all the institutions should take responsibility.
“Bluntly speaking, it is a shared
responsibility, and also an individual one. We have both the institutional
and the personal responsibility involved in this case,” she said.
Asked what he would do if the court
suggests that the main reason for Erion Foniqi’s death was negligence
from the Municipality of Kamenica, Mayor Sinani said that he didn’t
want to speculate. He added that there will be improvements to the institutions
he leads.
BIRN also broadcast an in-depth, investigative field report which revealed
how people in the Kamenica region smuggle cows from Serbia.
In the Culture in Kosovo section, Arif Muharremi reported on a range
of excellent music. After visiting the ODA theatre with the rock band
Travelling Band from Manchester, Muharremi took viewers to the National
Theatre, with the ever-entertaining duet from France – Duel – and
finally stoped in the Nena Tereze Boulevard where the Month of Flowers
celebration had begun.
The show ended with Kosovo’s Son-in-Law.

Situation and the Problems at the University of Prishtina
